The movement serial # 50141
It looks to be fully jeweled
I believe The 2nd C.V.A. refers to the 2nd Regiment of Cavalry, Massachusetts Volunteers (The California 100 and the California Cavalry Battalion). Major Ladd was from Lowell Massachusetts. Unfortunately I don't know the story that led to Major Ladd receiving such a beautiful and expensive gift.
The watch shows less than normal wear for its 150 years of existence. I do not have the proper key to wind the watch but I have an iron one that fits with the cuvette lifted, that I will include.
