Ask DEFRA why shelters are given a pass on reporting shelter deaths from communicable diseases of pets they implant with microchips. Pets suffer acute inflammation for 3 days and are stressed for weeks while their systems try to isolate the foreign body they have been injected with, making them more susceptible to disease.
